Time-tracking is not really a core bug-tracking feature--it's more of a project management feature. We can't make it work as well as it should in core Bugzilla, because we don't want project-management features, but at the same time, time-tracking should be better. Moving time-tracking into a plugin would possibly allow it to get the attention and features it needs, without cluttering up core Bugzilla with project-management-type features.

Max, please, take a look into this patch and check if it is worth. My opinion is that we can write it into an extension, but we would need to figure out how to do the Search code in the extension.

Honestly, I think that this is too complex to be valuable to us right now. It's probably OK for time-tracking to continue to be a part of core until we have a better vision of how its architecture should happen.
