Details
Bug 465608 ensured that pressing ESC in the middle of a tab drag operation would cancel that operation, but was limited to working only when the mouse cursor was within the browser window due to platform limitations.
This bug depends on bug 471848 - see also bug 465608 comment 8 for some potential issues.

It turns out that this bug isn't as separate as I originally thought. This is a straight dupe of the Windows-only bug 465608.
