When dragging a tab, the arrow shows where the tab will go when the mouse is released but the tab will go 1 place before the selected position.

Reproducible: Always

Steps to Reproduce:
1. Open 3 blank tabs
2. On the 3rd tab, go to a URL
3. Drag the 3rd tab between the 1st and 2nd tab
Actual Results:  
Tab is placed at the front (or 1 position before where you want to drop at).

Position is 3, 1, 2

Expected Results:  
Tab is dropped at selected location.

Position is 1, 3, 2

This may have been caused by the new tab button appearing on the right of the last tab.
