This is a dupe of bug 369584. As I noted last time I duped a bug there, page authors really ought to know better than to do this. This sort of thing is hell for accessibility, because there is no text whatsoever in the buttons and a screen reader has no way to differentiate them. You should e-mail the Rabobank folks and bring this to their attention. I don't know what the accessibility laws are in the Netherlands or in the EU in general, but this sort of thing would almost certainly be a violation of US law were it on a government site.
