I noticed that when I started dragging tabs around one of them didn't appear in the slot it was supposed to be in.  Now when I move between the tabs with the keyboard they don't cycle in the correct order.  If the tabs I have open are labeled like this:

1   2   3   4

Then when I keyboard switch between them, starting at 1, I get:

1   3   2   4

Reproducible: Always

Steps to Reproduce:
1. Open several tabs (I have about 10) to any websites
2. Drag one of the left-most tabs all the way to the right and drop it
3. Keep dragging tabs around until one doesn't stick in the place that its little blue marker says it should
4. Use the keyboard to navigate between the tabs
5. Notice that the tab order is incorrect.
Actual Results:  
When I move between the tabs with the keyboard they are not in the correct order.  Its like their tabindex is messed up.

Expected Results:  
When you move between tabs with the keyboard it should move from one tab to it's neighbor, not skip one tab and then come back to it.

I haven't noticed this problem in other builds, but I wasn't doing a lot of tab dragging either.
One other problem; Shiretoko didn't want to die so I had to force quit it.  But even after the restart the tabs still exhibit the problem.
Tab dragging was broken in the 20090123 builds. It's fixed in the latest nightly.
