the vertical scroll-bar disapears when window is resized to smaller width (e.g. 200px width).

this can be reproduced on this page (and apparently on the 5000 other pages of that website).

Reproducible: Always

Steps to Reproduce:
1. open http://www.loupiote.com/photos/208706646.shtml
2. reduce width of windows until you see the vertical scroll-bar disapear
3.
Actual Results:  
the vertical scroll-bar disapears

Expected Results:  
the vertical scroll-bar should not disapear if there is contents clipped at the bottom of the window.

FYI this bug does not exist with chrome.

(and of course it does not exist with IE)
