Since the "saving file" dialog is, well, a dialog, it has no minimize function. However, since it is possible for it to hang around on the desktop for several hours, not being able to move it out of the way is annoying, and can lead to accidental closing halfway through downloads.
Yes, this is a pretty significant oversight. Download windows need to be hideable on all platforms.
