minimizing mozilla when no other applications are in an active/"restored" state, causes mozilla to automatically unminimize a random mozilla window.

when no other applications have any windows restored or maximized windows (all
applications are minimized), Mozilla automagically restores one of it's windows.
Reproducible: Always
Steps to Reproduce:
1. open up another application (say outlook)
2. open mozilla
3. minimize outlook
4. minimize mozilla
Actual Results: the mozilla window with magically restore.
Expected Results: mozilla should stay minimized
I've noticed this in the few M18 builds.
