Please throttle AUS updates to 50%. We're seeing issues, let's not try and fix them the "right way" now. Throttle everything.

discussed on IRC, but so it's here for the record:  We can probably salvage a bit with some more mirror weight rebalancing (which I've been working on) but that's slow going and in the meantime we're into peak traffic hours, and about 10k short of where we should be on the available weight to be able to handle that still, so it's a bad user experience if we don't.
