47709 - Main window won't stay minimized

God, I hope this is not a feature...

steps...

1) start mozilla
2) open the prefs dialog
3) dismiss the prefs dialog with OK or Cancel
4) minimize any running applications
5) minimize mozilla

result...

mozilla restores its window rather than staying minimized

expected...

mozilla stays minimized

If some other application's main window is showing then I can minimize mozilla.
But as soon as I minimize the other apps mozilla restores its window.

I don't seem to see this if I have not shown the prefs dialog. It may do this
after other modal dialogs are shown?

I see this on the M17 that is almost out the door and on my current debug build
(which is two days old from the trunk).

I'm running NT 4.
