Fallout from bug 476789.
Everything from that bug appears to be working, except that if you try to create a translation of a KB article using a non-admin account, no category on the left side of the editor is selected. It should default to the staging area category.

Verified FIXED on https://support-stage.mozilla.org/tiki-edit_translation.php?locale=en-US&page=Cannot+connect+after+upgrading+Firefox using a non-Admin (read: regular) account.

Seems to be a side effect of categories being hardcoded in previous patch. Probably not the case on tiki trunk.
Otherwise, there are hardcoded category ids in there, so sumo_only.
Whiteboard: tiki_bug → sumo_verify
