47783 - Lock icon and "Signed by..." refuse to go away

When you visit some SSL sites, the lock icon does not turn off when you leave to
go to another site.

To reproduce:
-go to http://www.peninsulahumanesociety.org/
-click on the "Register Now" graphic
-click on the link "Donations for PHS"
-don't change any of the order values (unless you'd like to donate money, which
would be nice)
-click the "Continue" button.
-observe the lock icon and the "Signed by..." text.
-Go to some other site, like http://home.netscape.com
-observe that the lock icon and the "Signed by..." text are still there!

Replace step 1 with http://www.muttstrutt.org, then click on the register 
button.

Verifying this bug depends on bug 44281 - [FEATURE] Show certificate authority 
in browser chrome.

Verified workforme. Also, the "Register Now" graphic is not available anymore as 
a testcase. Reopen a new bug if this behavior is seen again.
