Reproducible: Always Steps to Reproduce: Tools --> Options --> Advanced --> "Saved Passwords" --> "View Saved Passwords" --> "show Passwords" Expected Results: The passwords should be encrypted.
Toolkit bug, but I'm fairly sure its a duplicate of a won't fix bug.

The summary of this bug suggests that there are no precautions, but there is a button to set a master password, which should prevent other people from viewing your saved passwords. But the expected results you entered here suggest a slightly different problem, and which had already been filed.
