Details
When you're editing a file, clicking on the last line visible in the viewport does nothing. That way, you cannot go directly to a specific place in that line using the mouse. Navigating the cursor with keyboard arrow keys works just fine.

I also have this bug in the Windows XP SP3 (both Firefox 3.0.6 and 3.1 beta 2)

What this really comes down to is the contents of the file should not show up where the scrollbars should/would be. (They aren't always visible, but the clicking space is always reserved for them.)

Fixed by whoever made it so you can scroll the last line to the middle of the screen
