I've restarted firefox and logged out and back in and it's not consistent but I have 4 windows in one workspace and one in another.
First time all the windows were in workspace one.  Then the next time the wrong windows was in the workspace by itself. 
I'll try a few more times and try and find a pattern.

This should be a dupe of the linux bug report and not the os x bug.
