This is likely identical to bug 38488, but there are specific instructions 
below.  The first page loaded seems to be recalled when loading other sites with 
the simplest of parameters, even just a question mark, when using an HTTP proxy 
such as junkbuster.

Reproducible: Always
Steps to Reproduce:
1. install build of mozilla
2. start mozilla
3. edit preferences, set http proxy to a junkbuster proxy (machinename, port 
8000)
4. overwrite address with www.munn.com/?a=1.

Actual Results:  The mozilla site loads.

Expected Results:  The munn.com site should load.
