Details
Need to look at methods for importing mozilla's i18n libraries in order to
replace the stubbed NLS calls.

moving to 3.2... this may be a very difficult project, hopefully the PSM work
with nlslayer can help... but PSM used xpcom. Sigh, this bug frustrates me.

Basic functionality of pk12util now implemented using unicode conversion in NSS.
Import/Export verified. QA to verify pk12util should be included with 3.2.
This bug, however, is fixed.
