480629 - Socorro UI: twitchy movement of components on main page

In the Socorro UI, when clicking on the sliding panes in the "Top Crashes By Signature", the panels lower on the page shift down for an instant.  When the sliding pane is done moving, the lower panels jump back to their original positions.  

This by no means a major problem by any stretch of the imagination.  It just looks a bit wrong.

Stylistically, I think the three panels that with the same style should be grouped together.  Having one above and to the right of the others looks awkward.  If it's not practical to fix the twitchy problem above, putting those three panels next to each other would likely resolve it.
