Our viewport is a fixed width, so if both the screen width and the viewportBounds width are larger than the screen, we can't draw the entire screen. This would probably be fixed by bug 479753.
Gavin: is this bug still a problem?
Nah, this stopped being relevant when the tilecache landed.
