The version bumper used in tagging is going to look for 2.0.0.21pre/1.8.0.21pre, so we need to correct the app versioning ahead of tagging. config/milestone.txt got bumped there already; I didn't bother with nagios monitors, since we'll be bumping the nightly version up again once tagging starts.

1.8.1.21pre rather than 1.8.0.21pre, of course.
The usual bumps to the bootstrap config, with a pre-emptive cutoff time assuming that the latest checkins don't blow anything up. Also bumps to the latest patcher and bootstrap tags. 

Will check that appropriate keys are in place on Tb machines, as well as hg, so that they can push back update & update verify configs.
