From Bugzilla Helper:
User-Agent: Mozilla/5.0 (Windows; U; Win98; en-US; m17) Gecko/20000808
BuildID: 2000080804
I go to preferences, change themes, and when I come back to the main window the
menus cover up the menu bar. ie. the File menu covers the word "File"
Reproducible: Always
Steps to Reproduce:
1.Go to preferences
2.Change themes
3.Click on the menu bar
Actual Results: The menu pop up covered up the menu bar.
Expected Results: The menu pop up should appear below the menu bar.
This anomaly is fixed after a restart of the browser.

I see no such problem using 080908-M18.
Reporter: please use valid build IDs (080804-M17 does not exist).

actually 80804 may have existed briefly as the M17 automation process was not
turned off immediately after release. I also do not see this problem in win98
080908 talkback build (nor on NT)
