In a similar vein to bug 364705, the dual menubuttons (e.g. Print) in the primary toolbars should show the active state when the menu is open, as well as when the button portion is active.

Note that ironically the #button-file does have rules for both the open and active states although as a normal menubutton it is only ever open, not active.
(Also #button-file should use [open="true"] rather than just [open].)
