Say in notification emails if threads are marked as solved

Details
One of the best ways contributors get feedback on how they're doing on the forums is when users mark threads as solved and so they're notified of what solutions worked and which ones didn't. Unfortunately, the best way to find out if a thread is solved is to go to the thread right now which is cumbersome. A note in the notification e-mail that a thread is solved is the equivalent of a "good job!" as well as a "you don't need to follow up here" and will streamline helping.

Eric: I'd take it. You might be more familiar with this part, though, so, got any pointers?

If the smarty variable thread_has_solution is set, it means there is a thread solution. Since smarty is a global variable in the forum email notification function, we should be able to use that in the message template. I can take this.
