483246 - Entire content shifts when something causes scrollbars to be drawn

Discovered this using an admin account on my 13.3" monitor. Others might need to resize the window shorter to see this bug if you're on a bigger monitor :-p

1. log in as admin
2. click on affiliates page (this works because the content hasn't been added yet so there are no scrollbars on the page for me, also works on access denied page)
3. hover over Administer - the list is longer than the height of my window, which causes scrollbars to be added to the page

Because the sizing and positioning of the page is relative this makes everything jump over. Not sure if there's anything we can do to make it not jump when the bars are drawn or if we should just make sure this doesn't happen on user facing pages.
