Details
If you have one tab open to www.mozilla.org and pan down to the bottom, then open another tab and load a URL such as www.google.com. Now switch back to the original tab and you will see www.mozilla.org but it is at the top.
The same issue is with zoom state as well.

bug 476703 exists on preserving the pan state... it probably doesn't make sense to have seperate bugs, I imagine they'd be fixed together.

I meant that storing zoom+panning state would likely be fixed at the same time, but it doesn't really hurt to track them separately I guess.
