48345 - cursor appear out of text box

I have a text box in a HTML form (like this one
in "Description - Submit a bug") and I enter enough
text so that a scrollbar appears. When I move the cursor up
in order to scroll up and the cursor reaches the top line.
Normally, when I would continue to move up the cursor,
to text would scroll up. But what happens is the following:
the cursor (I-carret) appears above the text box. When the
top line is not the second line of the whole text,
the text box scrolls up (with the cursor still above the
text box). Until the second line appears. Instead of eventually
scrolling up to the very first line, nothing happens when
I press the cursor-up key. I have to use the mouse and the
scrollbar to access the very top line of the text.
