That bug seemed more appropriate to duplicate this bug off. But also see bug 25537 for more information.
L. Moran, this is really a duplicate of bug 234387 (or bug 25537). The alt attribute of images isn't meant to show a tooltip when hovering over the image. The title attribute is meant for that. That's why you can still see this "bug", because it isn't a bug. It is invalid, see discussion in bug 234387.
