Reproducible: Always
Steps to Reproduce:
1. Select a "Component" in the list box.
2. Move the focus to the Description text edit field.  Type in some text.
3. Scroll around with your mousewheel.

Actual Results:  Mozilla scrolls the "Component" list box.

Expected Results:  Mozilla should have scrolled the contents of the
"Description" text
edit field (as appropriate).

For what it's worth, I have a Logitech MouseMan+ with reasonably
fresh drivers.  But I imagine it has the same behavior with all rodents.

If you select other controls (e.g. a drop-down list) it still scrolls the list box.

Hell.  I just got to the enter_bug.cgi page by filling in the form on the
preceeding page, and Ihaven't clicked in the Component list box during this
instance, and the mousewheel <i>still</i> scrolls the Component list box.  It
sure has a strong affinity for listboxes.
