Steps to reproduce:
1.Go to https://spreadfirefox.authstage.mozilla.com/affiliates/homepage
2.Under "Get buttons" section,notice that the "locale" drop-down box only has "Brazil" as the option

expected results:
User has more countries to choose from 

In production,this field has a long list of countries.

actual result:
"Brazil" is the only locale available.

this is just a configuration difference between stage/prod.  need to copy the settings over

Nope just bad stage data :(  

I know this because I dumped the affiliates_cats (the one that holds affiliate button categories and locales) from production and put it on my dev. site, and it's working fine.  I also reviewed the code around these <select> boxes.  All looks fine.

Sorry, hopefully we can get stage/prod. synced in 3.1, I think that would be a big help (and QA would probably argue it's necessary)
