This happens in certain cases when the current tab has a flash video or some quicktime audio or such files within it and you have clicked on the flash/qt item with ur mouse pointer. Now, without clicking anywhere else, if you try pressing Ctrl + Tab to shift focus to the next tab, nothing happens.. And also, Ctrl + T does not open a new tab.. The focus always remains in the current tab.. 
For example, consider a site like youtube (www.youtube.com). If we 've been playing a video file and clicked on the pause button and now want to shift to another tab by pressing CTRL+Tab, it always stays within this tab only.. The control doesn't shift to the next tab. Also, we get to see some yellow squares on the flash area (the area within the page, which contains the video), which keeps shifting from one component in the flash window to another as we keep on pressing Ctrl+Tab.. I think this issue is not there in Internet Explorer, but I have found it in Google Chrome.

Steps to Reproduce:
1. Go to youtube.com
2. Play any video
3. Click on the pause button
4. Without clicking anywhere else, try pressing CTRL+Tab to shift focus to the next tab that you have open / or press Ctrl+T to open a new tab..
Actual Results:  
The Control remains in the same tab.

Expected Results:  
Control should shift to the next tab / new tab should open up.

I have the default theme installed. And have no add-ons intalled. Earlier used to have adblock plus, but even that is removed in this version I have now.
This behavior occurs when a youtube video is playing.
