TEST_PATH causes "make mochitest-chrome" to not auto-run tests

When I try to run chrome tests for just one path, e.g. this one: TEST_PATH=../toolkit/mozapps/downloads/tests/chrome make mochitest-chrome I get a list of the test files displayed, but not auto-running of the tests like with similar commands and mochitest-plain.
