Reproducibility: 8.5/10

Steps to reproduce:

1.) Have one firefox window open
2.) Navigate to a URL (doesn't matter which) for example: www.mozilla.org
3.) Create a new tab (so that there are a total of 2 tabs)
4.) in the newly created tab, navigate to the URL: http://publib.boulder.ibm.com/iseries/v5r2/ic2924/index.htm?info/apis/users_86.htm

5.) The page will take a moment to render, and a blue box may appear over the text on the page.
6.) Switch to first tab that was opened (mozilla.org)
7.) A blue box appears over the content on the original tab
8.) Create a third tab, navigate to any URL, example google.com
9.) Content in the third tab will be covered by a blue box.

Reproducible: Sometimes
So what you are saying is that content from other tabs is overlaid on the tabs you switch back and forth from that tab? Does it happen in safe mode?

Well, content is not exactly overlaid because I don't see a big blue box on tab 2, but I see that box on every other tab. Just because I don't see it, doesn't mean that it isn't there, though. (Note: I don't really know much about CSS/HTML/etc).

Yes, this is reproducible in safe-mode.
