We should have an account that localizers can watch that are willing to help out with input on l10n-impact implementation questions.

Can we have community@localization.bugs with a full name of "Localization Community [:l10n]" ?

The full name would be mostly there for easy CCing of :l10n.

I don't think that anyone needs to be able to comment on behalf of that account, thus I'm using the same format we do for our fake QA accounts for l10n bugzilla components.
