We want to ship Firefox 3.5 a good list of search engines for Tamil.
We're going to work towards this in three phases. First, the localization team and Stas (Stas Malolepszy) will look at the market for the language and come up with a good set of search providers. Felix, we'll need your input on this, the guidelines for making recommendations are on http://wiki.mozilla.org/Firefox_web_services_guidelines.
For en-US, we currently use this set, to which we can fall back in the case of lacking localized alternatives:
Google, Yahoo, Amazon, Answers, CC, eBay, Wikipedia
After we decided on a particular search engine, Stas will contact the owner and ask for permission, and for specifics like proper search flags. undefined, we'll likely need your help to at least get the contact information.
Once we have a specification on what the searchengines for Tamil should look like, the localization team and Stas will work on an implementation on that. This should happen by the localization team creating and attaching patches for the desired changes, and requesting review from Stas. After a successful review, the localization team will land them.
Please don't commit any modifications in browser/searchplugins to the hg repository without a patch reviewed by Stas, Axel or someone else appointed by Stas or SethB. The data here is sensitive to users and our search partners, thus the extra care here.

In bug 419032 comment 2, Sarves writes:
Search in Tamil :
Google, Yahoo, Answers and Creative Commons do the job.
Amazon and eBay do not support for Tamil search.

Hi Sarves,
Perhaps we can try to finalize our list here? Typically we offer 2 generic search, 2 specific interest and 2 e-commerce search. So, our list now is the following:
generic:
* Google
* Yahoo
specific interest:
* Answers
* Creative Commons
e-commerce:
* ??
* ??
Do you have any recommendations for e-commerce search plugins?
Is there any search option for http://ta.wikipedia.org/ , if not we can add that. For e-commerce i guess no Tamil search is required now.

I guess for Yahoo! we should use yahoo.in.
ta.wikipedia.org is a good choice.
What about ebay.in?
http://in.tamil.yahoo.com/ Tamil yahoo is there.
Then for google http://www.google.com/intl/ta/ is there,
for e-commerce ebay.in is also good.

Should we use Amazon.com, or just have only one e-commerce search plug-in?
This is fine. Pls leave the Amazon.com only one e-commerce search is enough.

Here's a patch that we could use. It includes the search engines listed in comment 6. For Yahoo I used the generic yahoo.in plugin that we use in other Indic locales. We can change this later, if need be.
Felix, do you mind if I land this myself. I'd like to make sure this makes it into beta4 and the deadline is in 1 hour. Thanks.

Landed on 1.9.1: http://hg.mozilla.org/releases/l10n-mozilla-1.9.1/ta/rev/7bc2dcf68535, adding the fixed1.9.1 keyword.
Leaving the bug open as this will have to land on l10n-central too, at some point.
