Cached jar files never update

Details
Jar files accessed via jar:http:// are downloaded to bin/components/jarCache/
before they are extracted. This directory is never deleted and its contents
never updated, even if the file on the server changes. This would be solved by
switching to the real network cache using stream-as-file service, or if that
isn't feasible for 6.0 RTM I could write a simpler solution.

This should really be a dup of bug 24765. If we don't use the real cache (and
stream-as-file) for this, we'll just be reinventing the wheel. Mitch, can you
own 24765?
