48646 - "Download More" menuitem duplicated, kinda messed up

There's some kind of repainting problem with the Download More menuitem (under 
the Languages and Web Content submenu).  It and the menu separator are 
duplicated (but the duplication doesn't actually exist, it's just some kind of

bug 48774 states the probable cause for this.

this should be fixed when 48774 is. but accept it first so it wo't go out of 
radar.

Hi, Montse, Frank, and Jaime:

I just attached a patch to get around this problem. This patch will move
"Download More" to the top of the "Set Language/Region>" submenu. In other word,
it will look like 

  Download More
  -------------
  English (US)
  English (Great Britain)
  ....


Please apply this patch if bug 48774 is not fixed in time for PR3.

I have the patch reviewed by nhotta and will get approval to check it in.
This way the menu heirarchy looks exactly like theme's and we don't need to
worry about the real fix.
