just like Firefox, there should be an option to "always display tabs" under Preferences->Penelope.

It's a hidden pref: mail.tabs.autoHide
Set it to false (in Penelope it is true by default) in order to always see the tabs.
This will at least get you going. We can leave the bug opened for having UI for it in the pref window.

For those with initiative, this bug is fixed in the Penelope hg source code
depot: <http://hg.mozilla.org/penelope/rev/c2dce7886931>.
Otherwise you'll have to wait until the next release, Eudora 8 beta 7/Penelope
