When I create a new test plan and click submit, the browser progress bar shows activity.  Then when it completes the page still has the new test plan form open.  It looks like it didn't save, so I hit submit again... and again... and again...  Only to realize that it did save the first time and now I have 4 identical test plans.

Reproducible: Always

Steps to Reproduce:
1. Click 'New Plan' from Testopia top navigation 
2. Enter New Plan detail on form.
3. Click Submit.
-- No pop-up appears.
-- Pop-ups are enabled for our bugzilla domain & appear as expected when I submit a new test case.
