You can show the "List all tabs" panel by two shortcut keys. Ctrl+Tab+F

Fixed by bug 465076. The shortcut is Shift+Ctrl+Tab.

Verified fixed on trunk with builds on Windows and OS X like Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US; rv:1.9.2a1pre) Gecko/20090722 Minefield/3.6a1pre ID:20090722034040 I filed bug 505751 for an inconsistency with the OS behavior.
