Bug 476733 created dynamic CAB file INF production, but also changed the default "make package" command behavior for mobile-browser.

Buildbots were not updated to reflect that change.  An ugly patch was checked in on Friday, 10-April to fix the mobile-wince-arm-dep tinderbox builds.

This ugly patch needs to be backed out at the same time the buildbot code is updated.

Currently, the buildbot does the following make commands:

(1) In mobile, "make package"

(2) In mobile, "make package MOZ_PKG_FORMAT=ZIP"

(3) In xulrunner, "make package MOZ_PKG_FORMAT=ZIP"

With the new build setup, only one command needs to be given:

(A) In mobile, "make installer"

This new "make installer" command will create a xulrunner ZIP file in xulrunner/dist, a fennec ZIP file in mobile/dist, and a fennec CAB file in mobile/dist

I have included a patch for reverting the ugly patch change to the mobile-browser build.mk

looks like we 'make package' then 'make installer'.
do you want me to change that?
