Michael, this is specifically for Windows and we don't have the ability to specify Windows only via bugzilla so we just specify a single Windows version.
OS: All → Windows 2000

Why don't we do that for all OS (okay, yeah, Windows and Mac)?

Different installer in Mac OS X (e.g. dmg) with limited capabilities. If this were to be requested for Mac OS X it would need to be a separate bug.

The thread URL is titled "Proposal Round 2: Drop active support of Windows 2000, Windows XP (no service pack) and Windows XP SP1" Isn't that a duplicate of bug 668574? Otherwise, what is this bug about, more precisely?

This has to do with allowing the user to install on an unsupported version whereas that bug prevents a user from installing on an unsupported version. I might decide to wontfix this at some point but not yet.
