tested on Win Vista nightly and this does not happen there. Happens using either 10.4 or 10.5 builds.

I can't reproduce this.
I tested with yesterday's Minefield and Shiretoko nightlies on OS X
10.5.6, on a desktop machine (MacPro) with a mouse (a Microsoft
mouse).

A better set of steps:
1. Open Tools | Clear Recent History
2. Expand the Details pane
3. With the scroll widget at the top of the pane, press the down arrow. I found if you drag the scroll widget to the bottom of the pane you do not see the bug.

Thanks. I can repro your new steps with yesterday's Minefield and Shiretoko nightlies.
At some point I'll need to test on Linux. And this might be a bug with Mac-specific code in Gecko. But for the time being lets make it a Cocoa widgets bug.

I am not able to reproduce the bug in a Linux VM running Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.9.1b4pre) Gecko/20090420 Shiretoko/3.5b4pre.

Here is the results of my test on Linux:

If I drag the scroller thumb, nothing strange happens. If I press the scroller down button, the list jumps up and down quickly when it reaches the end.

No problem is observed in this case.

I stand corrected.
When I followed the STR from comment #2, I interpreted "press the down
arrow" as "press the scroller down button". This is why I saw the
problem with that STR.
So here's corrected STR:
1. Open Tools | Clear Recent History
2. Expand the Details pane
3. With the scroller thumb at the top of the pane, press the scroller
down button. The problem doesn't happen if you first drag the
scroller thumb to the bottom of the pane.
