One of the problems discovered by pyrzak's students who did a usability study on Bugzilla was that flags don't have descriptions. In 3.2, they do, actually, but they only show up on hover. I think that with a stylistic adjustment (perhaps a dotted bottom border) it would be clearer that these descriptions exist.

things i can think of (with no preference to how "good" they are) - add a link that says "show flag help/definitions" which then causes the text to appear below/next to the flag - dashed underline as you suggested - use the question mark cursor - use the YUI tooltip which you can make the tooltip appear more quickly than the default tooltip. - add text to the page that says "mouse over labels" - Add some built in way to the entire tool that indicates that a label if moused over will display additional information. Apply this visual indicator to all the labels in the tool that help available. The question basically is, lots of our fields have help (in search and on the record) but we don't really consistently display to users how to access this help. We should do it consistently everywhere.
Oh, I like the question-mark cursor idea.
