When a textbox has more lines than it can display, a scrollbar appears on the
right.    When the text is scrolled back up, the blinking text cursor moves
outside of the text box

Reproducible: Always
Steps to Reproduce:
1.Go to:  http://bugzilla.mozilla.org/show_bug.cgi?id=30178
2.In the "Additional Comments" textbox, type more than 6 lines of text.
3.Scroll the text back up.

Actual Results:  The blinking cursor can be seen below, outside of the text box


Expected Results:  The text cursor disappears when scrolled outside of the text
box, and re-appears when scrolled back in.
