One of our localizers reported that their locale, es-MX, was missing from the list of shipped betas today (fx3.5 beta 4). It looks like other new beta locales are also missing in that page.

We should make the array() for ta be the same as ta-IN, one is an alias for the other. With that nit, r=me.
