Details

Sometimes (in my tests, particularly the first crash after an OS restart) the reporter UI doesn't come up. This is being investigated upstream, and once it's fixed there we need to make sure we get that fix.

I finally actually filed this upstream, and am fixing it there: http://code.google.com/p/google-breakpad/issues/detail?id=319
Fixed by revving CVS trunk to r344 of Breakpad.
