Well, no, it's "only in everything except en-US" because we choose not to change the dates for other locales, and choose to change them for en-US, and haven't figured out a way to fix bug 414939 (in part because it's impossible, because we no longer use a single string for "2009" in all locales).

You did a very good job of helping, it's just that because of strange and complicated rules, we aren't actually going to fix the problem you spotted, even though it does look wrong.
