Reproducible: Always

Steps to Reproduce:
1. Choose Times New Roman as your default serif font
2. Start a windows firefox
3. Go to the URL



I leave priority as "Normal", because it will affect ALL windows users by default. If it were a non-default font, this would probably be "minor".

I've experienced this too on my 64bit Vista Ultimate. It doesn't occur with my default font size, so in such a case I have to first increase the font size 2 or 3 levels.

It happens with just the regular double-quote character and the &quote; entity, but not the &dlquo;, &drquo; “ or ” entities.

This bug has been around long enough, and still happens on the latest & greatest version. Let's confirm and get started on a fix.
