If I pan such that I see the checkerboard and then try to pan back to where I was, I can't pan if my stylus is over the checkerboard. I can pan if my stylus is over content that has been painted. This seems like an unnecessary restriction.
the checkerboard should never stay on the screen after a pan
in an ideal world, yes. but in my world it is. Also, its always going to stay on screen at least for a little while while we paint. I hope we can make that as short as possible, but it'll never be instant.
It's possible to make a pan in the checkerboard act like a pan on the canvas by modifying the filter on ContentPanningHandler. You'd not get click support, since you can't click on checkboard, but it might help multiple pans.
This will be superseded by the tile work, so the changes needed for CanvasBrowser are irrelevant.

accepting as wontfix. We should fix any permanent checkerboard problems that exist. In our extensive testing of panning/zoom after the tile merge, we are not seeing this.
