The message to turn caret browsing off is not implemented in the preference panel 'Warning messages'. That is the panel where user have to chose which Warnings they want to see when browsing the web.

The Caret Browsing message (F7) has an option to 'not show this dialog box again' so when a user has chosen this, he must have the possibility to reset his choice.

This panel is gone, I think even in SeaMonkey, and realistically, I don't think adding a checkbox to the UI for this particular warning message somewhere else would be considered.
